Why does my mobile device automatically connect to a Wi-Fi network?

Many mobile devices will automatically connect to Wi-Fi networks that you have connected to previously.  This is true even for Wi-Fi networks at different physical locations if they use the same name (e.g. CableWi-Fi, Starbucks, Boingo, etc.).
